Windows Time Service (NTP) Slew mode

     I got a server (Windows 2008) that is part of a Workgroup (not connected to a Domain).  I noticed that it had a time lag of 2 minutes (2 minutes behind)   It is running a critical application and the vendor recommended that I should point it to an NTP server have it run in slew mode.
I have a Windows 2012R2 Domain Controller, which has an NTP service running.  Can I have the workgroup Windows Time service point to this server?  And if so, How can I make it run in slew mode ?
Please help.
I didn't find the right solution from the Internet.
